Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, Alcorn was convicted of the crime of Communication with a Minor for Immoral Purposes on 5-4-2010. The victim in this crime was a known 14 year-old female. The victim was attending a birthday party. Her family was preparing to leave and the victim walked outside thinking that others in her family were behind her. Alcorn was at the doorstep and the victim attempted to return to the house and he placed his arm across the threshold. Alcorn then put his arm around the victim and slid his hand down and caressed the victim's breast with his hand. Alcorn was on active supervision and wearing GPS at the time of this crime. He was given a term of 51 months. In December of 2002, Alcorn was convicted of Indecent Exposure and was given 45 days and 12 months of probation. The victim in this crime was 16 years old and Alcorn exposed himself while the victim was walking in a public walkway. In March of 1986, Alcorn was convicted of Attempted Rape 1st Degree and Attempted Burglary in the 1st Degree and was given a term of 86-100 weeks in a juvenile institution. The victim in this crime was an adult female. The victim had just returned home and the door bell rang. The victim thinking it was a family member opened the door. Alcorn forced his way into the home, grabbed the victim and pushed her to the floor. He then attempted to remove the victims clothing. The victim burned him in the face with her cigarette and started yelling for her husband. Alcorn then fled the home. In November of 1986, Alcorn who was 14 years old followed the victim during the victims walk to the store and pushed he up against a deserted bus located in the alleyway. Alcorn rubbed his pelvic area against hers and she elbowed Alcorn and he fled. It appears that Alcorn was given 80-100 weeks for both Juvenile cases. Alcorn attended treatment for his juvenile sex offenses, but did not attend while in prison this last time as he denied that he committed the crime. Alcorn is on active Supervision with the Marysville office of the Department of Corrections: 360-658-2150 " Probation Conditions Shall not enter bars, taverns or lounges. No contact with the victim, direct or indirect. Enter into treatment and complete same. No Contact with minors. Shall not purchase, own, have under his control or in his possession any firearm or deadly weapon. Shall not use, possess, purchase, or consume alcohol. Shall submit to polygraph testing as required. Shall not use, possess, consume any controlled substances wiithout a lawfully issued prescription. |
