| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents in 5-2010 KEITH D FISHER (36 years old) pled guilty in Skagit County Superior Court to 1 count of Child Molestation in the Third Degree. This incident involved a 14 year old female victim that was staying the night with FISHER'S step daughter on 1-9-2010. The victim could not sleep. FISHER and the victim watched TV. While watching TV, FISHER wanted to talk to the victim about her sexual experiences. The female refused to talk about her experiences. FISHER told her he would like to show her pleasure and placed a pillow on his lap and asked her to lay down, she refused. FISHER told the victim is was alright to date older men. As Fisher sat next to the victim he removed her hair from her ponytail and ran his finger through her hair. Fisher eventually leaned over the victim and kissed her on the neck. The victim told FISHER to stop and tried to get away but was unable to because FISHER was leaning over her. FISHER put his hand on the victim's groin area under her underwear and fondled her breasts outside her bra. The victim reported the incident to FISHER'S step daughter and mother. FISHER was sentenced to 17 months confinement and 36 months community supervision on this incident. On 11-2011 FISHER pled guilty in Skagit County Superior Court to INDECENT LIBERTIES and TAMPERING with a WITNESS. This incident involved a 17 year old female who was sexually assaulted by 37 year old FISHER on 2-27-2011. The female victim had attended a bon fire and consumed alcohol. She was transported back to a friend's apartment where FISHER and another male carried the victim into the apartment and put her on the couch where she fell asleep. The victim was very intoxicated and woke up with FISHER behind her, sexually assaulting her. The victim yelled "Get off me", and left the apartment. While in jail, law enforcement monitored FISHER'S phone calls. They identified two calls made by FISHER where he talked to an adult female about having her teen children, who attended the same high school as the victim, contact the victim and request she drop the charges against FISHER. FISHER pled guilty to the listed charges and a charge of Rape in the Second Degree was dismissed as part of the plea agreement. FISHER was sentenced to a total of 65 months confinement and 36 months community custody. KEITH D FISHER is currently under WA DOC Supervision.
